At http://www.goasu-raj.org/constitution.htm#02 is the constitution of the regional Goan party and description of its flag:

"01. THE NAME OF THE PARTY:
The name of the Party shall be "GOA SU-RAJ PARTY".
It shall bear true faith and allegiance to the Constitution of India as by law established, and to the principles of socialism, secularism and democracy. It shall uphold the sovereignty, unity and integrity of India.

02. PARTY EMBLEM/FLAG:
The Party Emblem shall be the LIGHTHOUSE. The Party Flag shall be of light blue colour with the Party emblem embossed in the center.

03. AIMS AND OBJECTIVES:
a) To PRESERVE, PROTECT and NURTURE the multi-faceted CULTURE and ETHOS of Goa and Goans.
b) To introduce a system of GOVERNANCE that is JUST, EQUITABLE, HONEST, TRANSPARENT, EFFECTIVE, ACCOUNTABLE and RESPONSIVE to the needs of the People.
c) To bring about EMPOWERMENT of the people of Goa and FOSTER RESPECT for the INDIVIDUAL.
d) To make the State of Goa a CLEAN, GREEN, POLLUTION FREE, PEACEFUL and PROSPEROUS State where the RIGHTS of every CITIZEN are PROTECTED."

As I understand it this is not a separatist party, just a regional party.
